An Access Pass permits Deaf and Hard of Hearing residents of New York State free use of the parks, historic sites, and recreational facilities operated by the New York State Office of Parks, Recreation and Historic Preservation (State Parks) and the New York State Department of Environmental Conservation (DEC). The pass holder may have free use of facilities operated by State Parks and DEC for which there is normally a charge.
