Manual on the Responsible Care and Use of Laboratory Animals
Institution Animal Care and Use Committee (IACUC)
The Institutional Animal Care and Use Committee (I.A.C.U.C.) is required
by federal law and as a condition of N.I.H. funding. The University
of Rochester I.A.C.U.C. Is the University Committee on Animal Resources
(U.C.A.R.). The U.C.A.R. must have at least five members, including
a veterinarian with program responsibilities, a scientist experienced
in laboratory animal research, a non-scientist and an individual who
has no affiliation with the institution besides U.C.A.R. membership.
The following U.C.A.R. functions are mandated by the U.S.D.A. through
the Animal Welfare Act regulations or required by the Public Health
Service as a condition of NIH funding.
- U.C.A.R. reviews proposed research protocols for compliance with
USDA Regulations and P.H.S. Policy and guidelines. The principal
investigator submits the "Authorization to Use Animals in Research
or Testing" form to the U.C.A.R. Please refer "Forms" in the sidebar for a copy
of the current form. The guidelines for U.C.A.R. can be accessed in "Extended Help for New Forms" also located in the sidebar. The U.C.A.R. may approve or require more information
or modifications before approval. All animal research and testing
protocols must be prospectively reviewed and approved by the U.C.A.R.
- U.C.A.R. Reviews all approved protocols annually. The U.C.A.R.
secretary sends the U.C.A.R. Annual Protocol Review to the principal
investigator for completion before the anniversary date of the approval.
All protocols
must be reviewed and approved annually. Full protocol review occurs
every three years. Any protocol modification must be prospectively
approved.
- U.C.A.R. Must inspect, at least once every six months, all of
the animal facilities, including animal study areas/satellite facilities
, using the USDA Regulations and P.H.S. Guide as basis. U.C.A.R.
submits a written report of the inspection to the Institutional
Official. The Institutional Official (Dr. Bradford Berk) is the individual at a research
facility who is authorized to legally commit on behalf of the research
facility that the requirements of the federal regulations are met.
U.C.A.R. suspends an activity involving animals when necessary;
takes corrective action and reports to the funding agency and/or
USDA.
- U.C.A.R. makes recommendations to the Institutional Official
regarding any aspect of the research facility's animal program,
facilities or personnel training.
