T. Franklin Williams, M.D. (1921-2011) was a prominent figure in geriatric medicine, geriatric medical training and issues related to long-term care during the final decades of the 20th century. In a career that spanned more than half a century, Williams was on the faculty of the University of North Carolina School of Medicine (1954-68), served as medical director of the Monroe Community Hospital, Rochester, N.Y. (1968-81), was on the faculty of the University of Rochester School of Medicine & Dentistry (1968-83), and served as director of the National Institute on Aging (1983-91). The Papers of T. Franklin Williams were donated to the Edward G. Miner Library by his widow Carter Catlett Williams in the winter of 2012. Processing of Dr. Williams papers was completed in June 2015. The Papers of T. Franklin Williams are contained in sixty-four boxes and occupy thirty-four linear feet.

Biography

Thomas Franklin Williams was born on 26 November 1921 in Belmont, Gaston County, North Carolina. Until age twelve he lived in Salisbury, Rowan Co., N.C., where his father was a pharmacist. After Williams’ father died of a heart attack (circa 1933), he, his mother and siblings lived with his mother’s family thereafter. Williams entered the University of North Carolina in 1938 and graduated four years later with a B.S. in chemistry. He received a masters degree in organic chemistry from Columbia University in 1943, and then enlisted in the U.S. Navy. From 1943 to 1946 Williams served as a communications officer, including service in the Pacific on board the cruiser USS Springfield. After his discharge from the military, Williams enrolled in Harvard Medical School from which he graduated (cum laude) in 1950. Three years before he had been introduced by a mutual friend to Catharine Carter Catlett, a native of Gloucester County, Virginia, then enrolled at the Simmons School of Social Work in Boston. They were married in 1951 and had three children: Mary Wright (b. 1956), Thomas Nelson (b. 1959), and Landon Carter (b. 1961, died soon after birth).

From 1950 to 1953 Williams was an intern and then a resident at the Johns Hopkins Hospital. He returned to Boston in 1953 as senior resident physician at the Boston Veterans Administration Hospital and as an assistant in medicine at Boston University. In 1954 Williams was made a fellow in medicine at the University of North Carolina. He received a faculty appointment two years later. During most of their fourteen years in Raleigh-Durham, T. Franklin and Carter Williams were deeply involved in the civil rights movement and the effort to end racial segregation. They were active members of the Southern Regional Council and the North Carolina Council on Human Relations, of which T. Franklin Williams was chairman from 1963 to 1966.

Williams earliest research and publishing focused on metabolic diseases, and on diabetes mellitus in particular. The fact that these disorders are chronic and frequently occur in the elderly contributed to his growing interest in both long-term care and in geriatric medicine. Among his publications at this period are numerous studies on patient care, hospital admissions, services for the chronically ill, and the management of chronic disease. As a consequence, Williams’ interests gradually shifted toward geriatrics and gerontology – areas much neglected at the time both in clinical settings and in medical training. In the decades that followed, Williams would come to be regarded by his students and colleagues as not only as one of leaders of modern geriatric medicine, but among its founders.   

Williams left the University of North Carolina in 1968 to become medical director of the Monroe Community Hospital, Rochester, N.Y., and professor of medicine at the University of Rochester School of Medicine & Dentistry. He arrived at the county’s hospital at a time when it was unaccredited and having difficulty attracting physicians. It was also a time when the University was looking for affiliations that would allow expanded clinical settings for long-term care and for the initiation of training programs in geriatric medicine. With these needs in mind, an affiliation agreement was reached in 1968 between Monroe County and the University of Rochester. Williams was recruited to establish and direct these program – initiatives crucial to a rapidly aging society. In Rochester Williams established programs in geriatric training, patient evaluation and placement, and long-term care that became models nationally. In 1981 he left his position as medical director at the Monroe Community Hospital to co-direct the University’s recently established Center on Aging.

In 1983 T. Franklin Williams left Rochester to become the second director of the National Institute on Aging (and Assistant Surgeon General, U.S. Public Health Service). In this position he obtained a prominent forum from which to advocate for the issues he had addressed in Rochester, i..e, the need for increased geriatric training in medical schools and hospital residency programs, more accurate mechanisms for geriatric assessment, better long-term care (including mechanisms for team-based patient evaluation and placement), and increased expenditure for research on aging and the disorders of aging, including the dementias.

In 1991 Williams retired from government service and returned to Rochester, where he resumed clinical and teaching duties at the Monroe Community Hospital and the University’s medical school. In 1993 Williams was made professor of medicine emeritus at the University of Rochester School of Medicine & Dentistry and in 1995 distinguished physician at the VA Medical Center in Canandaigua, N.Y. Retirement for Williams and for his wife Carter Catlett Williams (whose papers are also at the Miner Library) was one of continued involvement in national, regional and local initiatives that addressed long-term care and the many health issues affecting the elderly. T. Franklin Williams died of complications resulting from pneumonia in Rochester, N.Y. on November 25, 2011.

During the course of his career as a researcher, teacher, clinician, and administrator, T. Franklin Williams authored more than ninety journal articles and book chapters. In addition, Williams was special fellow in the Dept. of Physiology, Vanderbilt University (1966-67); on the board of the American Diabetes Association (1974-80); McLeod Visiting Professor of Geriatric Medicine, University of Adelaide, Australia (1977); member of the Institutes of Medicine from 1976 (and its Council and Governing Board, 1980-82); member of the governing board of the National Research Council (1981-82); on the board of the American Federation for Aging Research (1981-83); member of the National Academy of Sciences Committee on an aging society (1982-86); member of the Veterans Administration’s Geriatrics & Gerontology Advisory Committee (1982-86); chairman of the Health & Human Services Task force on Enhancement of Training in Geriatrics & Gerontology (1983-87; and scientific director of the American Federation for Aging Research (1992-2002).

His numerous honors and awards include: Markle Scholar in the Medical Sciences (1957-62); the Henderson Award of the American Geriatrics Society (1984); the Kent Award of the Gerontological Society of America (1986); an honorary D.Sc. from the Medical College of Ohio (1987); the Martin Luther King, Jr., Chapel Hill-Carrboro Civil Rights Movement Recognition for Courageous Service (1989); the distinguished service medal of the U.S. Public Health Service (1990); an honorary D.Sc. from the University of North Carolina (1992); and the Lienhard Award of the National Academy of Sciences (1996).

Organization of the Collection

CVs & Publicity (Box 1)

Box 1 includes curricula vitae compiled over several decades, as well as news bulletins, newspaper and journal articles about T. Franklin Williams published between 1975 and 2009. The publicity files are arranged chronologically.

Civil Rights (Boxes 2-5)

While on the faculty at the University of North Carolina (1954-68), Williams was much involved in the movement to end racial segregation and discrimination – a movement that culminated in the passage of Federal civil rights legislation in 1965. The material contained in these files includes correspondence, minutes, reports, announcements, publications, newspaper clippings, etc. generated by the several organizations in which Williams was involved, most notably the Chapel Hill Interracial Fellowship for the Schools, the North Carolina Council on Human Rights (of which Williams was chairman, 1963-66), and the Southern Regional Council.

Age 60 Rule (Boxes 6-8)

The so-called “Age 60 Rule” was imposed on the commercial aviation industry by the Federal Aviation Administration in March 1960 (Civil Air Regulation Amendment 40-22). The rule determined that pilots over the age of sixty could not fly commercial aircraft in the United States. The FAA’s regulation was immediately opposed by pilots’ unions and others. In his role as director of the National Institute on Aging, Williams was an influential advocate of extending the maximum age limit for pilots. He was called to make statements regarding the “Age 60 Rule” before Congress and to testify in court proceedings on behalf of groups and individuals challenging the regulation. Although one might expect to find this series among materials pertaining to his years at the National Institute on Aging (Boxes 32-33), Williams regarded these materials sufficiently unique to keep them separate in his own files.

Societies, Organizations, Conferences, &c. (Boxes 9-47)

The thirty-nine boxes of this series comprise the single largest series among the Williams papers and are a reflection of the extent of his activities. These files include material pertaining to Williams’ membership in professional societies (e.g., the American Geriatrics Society, the Gerontological Society of America, the International Association of Gerontology), organizations (e.g., the Alzheimer’s Association, the American Federation for Aging Research), government agencies (e.g., the Institutes of Medicine, the New York State Task Force on Alzheimer’s Disease & Related Dementias), his interaction with various foundations (e.g, the Metropolitan Life Foundation, the Robert Wood Johnson Foundation), his role as a consultant, his work in health planning (e.g., the North Carolina Regional Medical Program, the Monroe County Long Term care Program), visiting lectureships at numerous universities, and his affiliation with the Monroe Community Hospital and the University of Rochester Medical Center. Files pertaining to conferences in which Williams participated frequently include copies of the talks he delivered on these occasions.

General Correspondence (Boxes 48-55)

The eight boxes of correspondence among the Williams papers address a wide variety of topics with an equally extensive group of correspondents. The correspondence files are arranged chronologically, as they were in Williams’ office files. Three boxes of the correspondence in this series were generated during Williams’ years as director of the National Institute on Aging (1983-91). It is important to keep in mind that there is considerable correspondence in the other series of this collection.

There are 225 publications included in this series, ranging from journal articles to book chapters, reports, newspaper articles, editorials, letters to the editor, and book reviews. These publications are arranged chronologically by publication date.

Miscellanea (Boxes 63-64)

Box 63 includes talks given by Williams at unidentified venues between 1963 and 2003. The latest talks in these files are autobiographical. Box 64 contains notes of lectures attended by Williams at Harvard Medical School in 1947.
