University of Rochester Medical Center, Office of the Vice President for Health Affairs

Introduction

By the late-1980s it had become apparent to the leadership of the University of Rochester that the administration of the Medical Center had become sufficiently complex to warrant the creation of an administrative position above the level of Dean of the School of Medicine. From the Medical Center’s inception in the 1920s, the Dean had overseen the administration of the School of Medicine, the School of Nursing, and Strong Memorial Hospital, the University’s teaching hospital. The position of Vice President for Health Affairs was created to provide a higher level of administration for these three entities.

Robert J. Joynt, M.D.

In 1990, Robert J. Joynt, M.D. was appointed the first Vice President for Health Affairs. Joynt received his medical degree from the University of Iowa College of Medicine (1952), completed a neurology residency at the University Hospital in Iowa City, and was a member of the Neurology faculty at his alma mater from 1957. In 1966 Joynt was made the first chair of the Dept. of Neurology at the University of Rochester School of Medicine & Dentistry, a department that previously had been a division within the Dept. of Medicine. In 1985 Joynt was appointed Dean of the School of Medicine and Vice Provost for Health Affairs. Five years later he stepped into the newly created vice president’s position. (Please note: The material in this collection is distinct from the papers of Robert J. Joynt, M.D. among our faculty manuscript collections.)

Jay Stein, M.D.

After receiving his medical degree from the University of Tennessee (Memphis) in 1960, Stein trained in nephrology during residencies and assistantships in Oklahoma City, Iowa City and Dallas. In 1967 he was appointed to the faculty of the Ohio State University College of Medicine (Columbus). He became chief of the Division of Renal Diseases at the University of Texas Health Science Center (Austin) in 1975, and chairman of the Dept. of Medicine in 1977. In 1992 Stein accepted the position of Senior Vice President and Provost at the Oklahoma Health Sciences Center in Oklahoma City. When Dr. Joynt retired, Stein was appointed Vice President and Vice Provost for Health Affairs (1995) and Medical Center and Strong Health Chief Executive Officer (1997). Dr. Stein resigned from these positions in 2003.

C. McCollister Evarts, M.D.

A 1957 graduate of the University of Rochester School of Medicine & Dentistry, Evarts completed an internship and surgical residency at Strong Memorial Hospital (1957-1959). After serving as a medical officer in the U.S. Navy, Evarts returned to Rochester in 1961 as an assistant in orthopaedic surgery (1961-62) and instructor and chief resident (1963-64). In 1964 he left Rochester to become assistant professor of orthopaedic surgery at the Cleveland Clinic Foundation, where he was made chairman of the Dept. of Orthopaedic Surgery in 1970. Evarts returned once again to Rochester to chair the Dept. of Orthopaedics (1974), a position he held until his appointment as chief executive officer of the Milton S. Hershey Medical Center at Pennsylvania State University. Evarts came out of retirement in the summer of 2003 to succeed Jay Stein as Vice President and Provost for Health Affairs of the University of Rochester Medical Center.

When Evarts retired in 2006, he was succeeded by Bradford Berk, M.D. as the Medical Center’s chief executive officer. Berk in turn was succeeded in 2015 in by Mark Taubman, M.D. Neither Dr. Berk’s nor Dr. Taubman’s correspondence have yet been transferred to the Miner Library.

Organization of the Collection

The material in this collection consists of correspondence, minutes of meetings, reports, and other documentation maintained in the files of the Office of the Vice President for Health Affairs between 1990 and 2006. The material in this collection is arranged chronologically according to the tenures of the Medical Center’s first three chief executive officers:

The files of each CEO are maintained as distinct series. Within each subcollection, the files are arranged alphabetically under headings used in the vice-president’s office – headings that are consistent or nearly consistent in all three series. The alphabetical headings may designate the name of an organization (e.g., Blue Cross/Blue Shield, Industrial Management Council), an academic or administrative department (e.g., Orthopaedics, Office of Clinical Research & Development), or a concept (e.g., government relations, information technology, unions, etc.).

The minutes of the Medical Center Executive Committee (1989-2003) and the minutes of the Strong Health Management Team (1998-2003) are the exceptions to this rule, having been been added to Dr. Stein’s papers later than the other material (Second Series, Boxes 22-27). Even though the MCEC pre-existed Dr. Stein’s tenure as CEO, it was thought best not to divide these minutes between the first and second series.  

The files of the Office of the Vice President for Health Affairs were transferred to the Edward G. Miner Library from the CEO’s office in 2015. The collection was processed in the spring of 2017. The minutes of the Medical Center Executive Committee and the minutes of the Strong Health Management Team were received and processed later in May 2017. The Files of the Office of the Vice President for Health Affairs is contained in fifty-eight boxes occupying thirty linear feet.
