Professional Background

Michael C. Stoner, MD, who specializes in complex open and endovascular (catheter-based) vascular surgery and is a nationally recognized expert in comparative effectiveness research, is the Chief of Vascular Surgery at UR Medicine. He most recently served as Chief of Vascular Surgery at East Carolina University's Department of Cardiovascular Science and East Carolina Heart Institute.
A native of Syracuse, Stoner was also named co-director of UR Medicine's Heart and Vascular service line. His surgical interests center on comprehensive arterial vascular disease, including the medical, catheter-based and traditional surgical treatment for all aspects of atherosclerosis. Dr. Stoner is a national leader in studying how medical treatments impact patients with vascular disease and outcomes from surgery. He is able to use this knowledge and interest to provide customized patient-centered treatment plans for all aspects of vascular disease.

Stoner's clinical research focuses on cost efficacy and value-reimbursement framework development for cardiovascular care. He also studies techniques to prevent complications following aortic repair and carotid artery surgery.

Active in the Society for Vascular Surgery, Stoner is an active leader in the organization's comparative effectiveness research, patient safety and quality initiatives. He is editor of the International Journal of Angiology and a reviewer for several other journals, including Annals of Surgery, Annals of Vascular Surgery and the Journal of the American College of Surgeons.

He earned his bachelor's and medical degrees at the University of Buffalo and completed his internship and residency in surgery at the Medical College of Virginia. He also completed a fellowship in vascular surgery at Harvard University's Massachusetts General Hospital. Dr. Stoner has published more than 200 papers, lectures and book chapters.

Dr. Stoner lives in the Rochester area with his wife and three daughters.

Research

Simply put, comparative effectiveness is the study of two or more treatment options to address a given medical condition. Within the domain of vascular disease, there is an ever-increasing array of options and modalities to address our patient's disease processes. Many of these new modalities compete with either non-operative management or traditional operative techniques, and have not been fully evaluated with respect to efficacy and healthcare economics. The implementation of CER may be ideally suited for mechanisms such as Accountable Care Organizations. Within this construct, patients and providers use evidence-based medicine to decide on clinically and financially treatment courses, and both benefit from maximizing these factors. Within the vascular disease space, this is accomplished by choosing the safest, most efficacious and durable procedure. These factors have begun to translate into the federal regulatory process, as the Food and Drug Administration is now considering patient-centric outcomes for new device approvals. Dr. Stoner is actively involved in CER and value-based research, which is the scientific cornerstone of creating a sustainable healthcare framework. Research includes care process and value proposition optimization for aortic surgery (figure), and a critical analysis of evolving technologies.
