Dear Contractor,
The University of Rochester Medical Center (URMC), including Strong Memorial Hospital and Eastman Dental Center, and URMC’s affiliated entities, Highland Hospital, Jones Memorial Hospital, Thompson Health, Noyes Memorial Hospital, St. James Hospital, UR Medicine Home Care, the Highlands at Brighton and the Highlands Living Center (collectively referred to as the UR Medicine Affiliates) are committed to providing the highest quality of care to our patients and conducting business in compliance with state and federal regulations. As a contractor or vendor, you are instrumental to these efforts. An essential element of our collaboration is your compliance with compliance policies, procedures, and standards of conduct.
This letter serves as notification that URMC and the UR Medicine Affiliates, in compliance with Title 18 of the New York Codes Rules and Regulations (“NYCRR”) Part 521, and the Deficit Reduction Act, maintains an effective compliance program. This program includes, but is not limited to, implementing policies and procedures for detecting, preventing, correcting, and reporting of fraud, waste and abuse.
Moreover, URMC and the UR Medicine Affiliates each maintain Codes of Conduct and Compliance Plans to ensure that business and operations are conducted ethically and in accordance with federal and state laws. These documents outline the requirements that you are expected to comply with as a contractor of URMC and/or UR Medicine Affiliates. These requirements include, but are not limited to:
- The Federal False Claims Act
- The New York State False Claims Act
- Federal administrative remedies for false claims
- New York laws pertaining to civil and criminal penalties for false claims
- Whistleblower protections
- Obligation to report non-compliance
- Reporting systems
Additionally, pursuant to 18 NYCRR Part 521, URMC and the UR Medicine Affiliates require contractors to receive training and education on compliance program operations and the prevention of fraud, waste, and abuse.

We ask that you distribute this communication to your subcontractors. Please do so to ensure your relationship as a contractor of URMC and the UR Medicine Affiliates is maintained.
If you are not an existing vendor or if you have not provided services to URMC in the past 12 months, you can disregard this letter.
