MAY 2024: Emergency Hospital Evacuation of NYC Health + Hospitals/Woodhull

DESCRIPTION: Extreme heavy rainfall due to Tropical Storm Ophelia impacted the metropolitan areas of NYC on September 29, 2023.  Major flooding interrupted the underground electrical cabling affecting the power grids in the Brooklyn neighborhood including Woodhull Hospital.  Equipment malfunctions and loss of power necessitated the temporary evacuation and transfer of approximately 116 patients from Woodhull.  In this recorded presentation, the Chair and Co-Chair of Woodhull's Emergency Management Committee will share their experience and lessons learned from this event.

JULY 2023: NYS CHEMPACK Program Overview

DESCRIPTION: CHEMPACKs are containers of nerve agent antidotes placed in secure locations in local jurisdictions around the country to allow rapid response to a chemical incident. These medications treat the symptoms of nerve agent exposure and can be used even when the actual agent is unknown. Because these antidotes must be administered quickly, the CHEMPACK team maintains 1,960 containers strategically placed in more than 1,340 locations in the United States. More than 90 percent of the U.S. population is within 1 hour of a CHEMPACK location. Most are located in hospitals or fire stations selected by local authorities to support a rapid hazmat response and can be accessed quickly if hospitals or first responders need them. (HHS/ASPR website).  This webinar session provided an overview of the NYS CHEMPACK Program and how NYS Office of Health Emergency Preparedness (OHEP) Logistics integrates with Federal and Local Partners.

NOVEMBER 2023: The Blizzard of the Century – Healthcare Response and Lessons Learned

DESCRIPTION:  Beginning in the early afternoon of Dec. 23, 2022, the Buffalo area was subjected to a historic extratropical cyclone that that lasted nearly 2 days. The unprecedented winter storm brought high winds, sub-zero temps, heavy lake-effect snow and zero-visibility conditions ultimately resulting in 47 deaths. All major highways in western New York were closed for four to five days and first response agencies were unable to provide services due to the crippling conditions. This webinar will focus on the healthcare response and lessons learned from facilities that were directly impacted by this “once-in-a-generation storm” in Buffalo: hospitals, nursing homes and assisted living facilities as well as individuals that staffed the ESF 6 and ESF 8 desk at the Erie County Health Operation Center.

MARCH 2024: Safely Maintaining Normal Hospital Functions During a Boil Water Advisory

DATE/TIME:  March 13, 2024 @ 10:00am - 11:00am
DESCRIPTION: Contaminated drinking water can lead to waterborne illness outbreaks. When there is confirmed or potential contamination of municipal water, a boil water advisory (BWA) is used to inform the affected community that the public water might be compromised. If a BWA impacts a healthcare facility, it is essential to evaluate and distribute the available municipal and bottled water supply to safely maintain healthcare services while maintaining hazard communication. This session will explore a BWA that was issued to a healthcare facility the day before a holiday weekend.  Albany Med Health System organized a multidisciplinary healthcare team including Infection Prevention, Regulatory, Facilities, Surgical Services, Nursing and Dialysis to develop a risk assessment to ensure that hospital operations could continue safely.  A plan for recommissioning plumbing fixtures and equipment was developed and implemented. Opportunities for improvement were identified in activating and utilizing Incident command, communication and supply reserve.

- Utilize Incident command effectively to communicate utility disruptions
- Describe ways to safely recommission appliances, plumbing fixtures and equipment after a boil water order is lifted.
